Đến nay, dân số Tây Nguyên đã là gần 5.000.000 người với 46 dân tộc, trong đó đồng bào dân tộc thiểu số bản địa là khoảng 1.200.000 người chiếm khoảng 24% tổng số dân. Đây là kết quả của gia tăng dân số tự nhiên (phần nhỏ) và gia tăng dân số cơ học (phần lớn) theo di dân kế hoạch và di dân tự nhiên.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n<p style=\"margin-top:6.0pt; margin-right:0cm; margin-bottom:6.0pt; margin-left:0cm; margin:3pt 0cm 0cm; text-align:justify\"><span style=\"font-size:11pt\"><span style=\"line-height:115%\"><span style=\"font-family:Calibri,sans-serif\"><span lang=\"NL\" style=\"font-size:12.0pt\"><span style=\"line-height:115%\"><span style=\"font-family:"Times New Roman",serif\">Tây Nguyên là nơi cư trú của các dân tộc bản địa như Ba Na, Gia Rai, Ê Đê, Cơ Ho, Mạ, Xơ Đăng, M’ Nông… Các dân tộc này đều có tiếng nói và chữ viết riêng tự dạng La tin (chữ Ba Na xuất hiện năm 1861, chữ Gia Rai năm 1918, chữ Ê Đê năm 1923, chữ Cơ Ho năm 1949 và chữ Xơ Đăng sau đó).<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n<p style=\"margin-top:6.0pt; margin-right:0cm; margin-bottom:6.0pt; margin-left:0cm; margin:3pt 0cm 0cm; text-align:justify\"><span style=\"font-size:11pt\"><span style=\"line-height:115%\"><span style=\"font-family:Calibri,sans-serif\"><span lang=\"NL\" style=\"font-size:12.0pt\"><span style=\"line-height:115%\"><span style=\"font-family:"Times New Roman",serif\">Địa danh Tây Nguyên vốn dĩ được bà con các dân tộc bản địa ở đây đặt từ lâu đời và sau khi có chữ viết tất cả các địa danh đã được La tin hóa theo chữ viết của họ.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n<p style=\"margin-top:6.0pt; margin-right:0cm; margin-bottom:6.0pt; margin-left:0cm; margin:3pt 0cm 0cm; text-align:justify\"><span style=\"font-size:11pt\"><span style=\"line-height:115%\"><span style=\"font-family:Calibri,sans-serif\"><span lang=\"NL\" style=\"font-size:12.0pt\"><span style=\"line-height:115%\"><span style=\"font-family:"Times New Roman",serif\">Bộ chữ các dân tộc bản địa Tây Nguyên hơn bộ chữ Quốc ngữ 4 con chữ W, Z, J, F và dấu phảy treo (’).<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n<p style=\"margin-top:6.0pt; margin-right:0cm; margin-bottom:6.0pt; margin-left:0cm; margin:3pt 0cm 0cm; text-align:justify\"><span style=\"font-size:11pt\"><span style=\"line-height:115%\"><span style=\"font-family:Calibri,sans-serif\"><span lang=\"NL\" style=\"font-size:12.0pt\"><span style=\"line-height:115%\"><span style=\"font-family:"Times New Roman",serif\">Chính tả ngôn ngữ các dân tộc bản địa Tây Nguyên cho phép sử dụng các phụ âm kép ck, rk, nts, lm và các phụ âm câm b, d, r, l, s, v, k, h ở cuối vần và cho phép sử dụng các tổ hợp phụ âm kr, br, bn, hr, xp, xt, pl, st, cr ở đầu vần. Đây là sự khác biệt cơ bản với chính tả tiếng Việt và vì vậy rất nhiều địa danh ở Tây Nguyên người Việt không đọc được. Theo quy định của Nhà nước hay Ủy ban Quốc gia địa danh (đối với những trường hợp địa danh được quyết định bởi các nghị định của Nhà nước và những trường hợp đặc biệt nhạy cảm khác).<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n<p style=\"margin-top:6.0pt; margin-right:0cm; margin-bottom:6.0pt; margin-left:0cm; margin:3pt 0cm 0cm; text-align:justify\"><span style=\"font-size:11pt\"><span style=\"line-height:115%\"><span style=\"font-family:Calibri,sans-serif\"><b><span style=\"font-size:12.0pt\"><span style=\"line-height:115%\"><span style=\"font-family:"Times New Roman",serif\">5. Giải pháp chuẩn hóa địa danh Tây Nguyên<\/span><\/span><\/span><\/b><\/span><\/span><\/span><\/p>\n\n<p style=\"margin-top:6.0pt; margin-right:0cm; margin-bottom:6.0pt; margin-left:0cm; margin:3pt 0cm 0cm; text-align:justify\"><span style=\"font-size:11pt\"><span style=\"line-height:115%\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-size:12.0pt\"><span style=\"line-height:115%\"><span style=\"font-family:"Times New Roman",serif\">Qua phân tích ở trên có thể thấy rằng việc chuẩn hóa địa danh Tây Nguyên là trường hợp đặc biệt của chuẩn hóa địa danh Việt Nam. Phải vận dụng tất cả các nguyên tắc của <\/span><\/span><\/span><span lang=\"VI\" style=\"font-size:12.0pt\"><span style=\"line-height:115%\"><span style=\"font-family:"Times New Roman",serif\">UNGEGN<\/span><\/span><\/span><span style=\"font-size:12.0pt\"><span style=\"line-height:115%\"><span style=\"font-family:"Times New Roman",serif\">, của địa danh học cũng như những quy định cụ thể của Quy chuẩn Kỹ thuật Quốc gia về Chuẩn hóa Địa danh phục vụ công tác lập bản đồ mới có thể tìm ra giải pháp có cơ sở khoa học, thuyết phục và khả thi. Chúng tôi đã đề xuất giải pháp chuẩn hóa địa danh Tây Nguyên và giải pháp này đã được sự đồng thuận và chấp nhận của cả 5 tỉnh Tây Nguyên. Hiện giải pháp này đang được vận dụng cho việc triển khai Thiết Kế Kỹ thuật Dự toán “Xây dựng Hệ thống thông tin địa danh Dân cư, Sơn văn, Thủy văn và Kinh tế - Xã hội Tây Nguyên”.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n<p style=\"margin-top:6.0pt; margin-right:0cm; margin-bottom:6.0pt; margin-left:0cm; margin:3pt 0cm 0cm; text-align:justify\"><span style=\"font-size:11pt\"><span style=\"line-height:115%\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-size:12.0pt\"><span style=\"line-height:115%\"><span style=\"font-family:"Times New Roman",serif\">Giải pháp chuẩn hóa địa danh Tây Nguyên gồm những nguyên tắc sau:<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n<ol>\n\t<li style=\"margin-top:6.0pt; margin-right:0cm; margin-bottom:6.0pt; margin:3pt 0cm 0cm; text-align:justify\"><span style=\"font-size:11pt\"><span style=\"line-height:115%\"><span style=\"tab-stops:42.55pt\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-size:12.0pt\"><span style=\"line-height:115%\"><span style=\"font-family:"Times New Roman",serif\"><span style=\"letter-spacing:.1pt\">Giữ nguyên địa danh nguyên ngữ của các dân tộc bản địa trên địa bàn Tây Nguyên.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/li>\n<\/ol>\n\n<p style=\"margin-top:6.0pt; margin-right:0cm; margin-bottom:6.0pt; margin-left:0cm; margin:3pt 0cm 0cm; text-align:justify\"><span style=\"font-size:11pt\"><span style=\"line-height:115%\"><span style=\"tab-stops:42.55pt\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-size:12.0pt\"><span style=\"line-height:115%\"><span style=\"font-family:"Times New Roman",serif\">Nguyên tắc này thỏa mãn nguyên tắc của <\/span><\/span><\/span><span lang=\"VI\" style=\"font-size:12.0pt\"><span style=\"line-height:115%\"><span style=\"font-family:"Times New Roman",serif\">UNGEGN<\/span><\/span><\/span><span style=\"font-size:12.0pt\"><span style=\"line-height:115%\"><span style=\"font-family:"Times New Roman",serif\"> và nguyên tắc 1 của địa danh học. Tuy nhiên sẽ có nhiều địa danh mà người Việt nói chung và người các dân tộc khác trên địa bàn Tây Nguyên không đọc được hoặc đọc không chính xác. Nguyên tắc này cũng mâu thuẫn với quy chuẩn của Quốc gia về Chuẩn hóa Địa danh vì sẽ tồn tại các con chữ W, Z, J, F, dấu phảy treo (’) và nhiều phụ âm đầu, cuối không có trong chính tả tiếng Việt.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n<ol start=\"2\">\n\t<li style=\"margin: 3pt 0cm 0cm; text-align: justify;\"><span style=\"font-size:11pt\"><span style=\"line-height:115%\"><span style=\"tab-stops:42.55pt\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-size:12.0pt\"><span style=\"line-height:115%\"><span style=\"font-family:"Times New Roman",serif\">Phiên chuyển các địa danh không đọc được nói trên bằng cách sử dụng phụ lục 1 và 5 của Quy chuẩn Kỹ thuật Quốc gia về Chuẩn hóa địa danh kết hợp với kiến thức, kinh nghiệm của các chuyên gia ngôn ngữ Trung ương và Địa phương cũng như của già làng, trưởng bản, cán bộ tại các xã, huyện.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/li>\n<\/ol>\n\n<p style=\"margin-top:6.0pt; margin-right:0cm; margin-bottom:6.0pt; margin-left:0cm; margin:3pt 0cm 0cm; text-align:justify\"><span style=\"font-size:11pt\"><span style=\"line-height:115%\"><span style=\"tab-stops:42.55pt\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-size:12.0pt\"><span style=\"line-height:115%\"><span style=\"font-family:"Times New Roman",serif\"><span style=\"letter-spacing:-.1pt\">Nguyên tắc này phù hợp với nguyên tắc 2, 3 của địa danh học và khắc phục được những hạn chế việc sử dụng các phụ âm đầu và cuối vần cũng như hạn chế việc sử dụng các chữ W, Z, J, F, dấu phảy treo (’) theo phụ lục 9 của quy chuẩn (mục b, cách viết địa danh Việt Nam có ngôn ngữ gốc các dân tộc thiểu số Việt Nam).<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n<ol start=\"3\">\n\t<li align=\"left\" style=\"margin-top:6.0pt; margin-right:0cm; margin-bottom:6.0pt; text-align:left; margin:3pt 0cm 0cm\"><span style=\"font-size:11pt\"><span style=\"line-height:115%\"><span style=\"tab-stops:42.55pt\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-size:12.0pt\"><span style=\"line-height:115%\"><span style=\"font-family:"Times New Roman",serif\"><span style=\"letter-spacing:-.1pt\">Các danh từ chung chỉ các đối tượng địa lý đều được dịch sang tiếng Việt để mọi người đều hiểu đúng đối tượng địa lý đó, đồng thời được viết kèm theo danh từ chung tiếng dân tộc bản địa. Ví dụ:<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/li>\n<\/ol>\n\n<p style=\"margin-top:6.0pt; margin-right:0cm; margin-bottom:6.0pt; margin-left:0cm; margin:3pt 0cm 0cm; text-align:justify\"><span style=\"font-size:11pt\"><span style=\"line-height:115%\"><span style=\"tab-stops:42.55pt\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-size:12.0pt\"><span style=\"line-height:115%\"><span style=\"font-family:"Times New Roman",serif\"><span style=\"letter-spacing:-.2pt\">Núi Chư Pả, sông Krông Ana, sông Krông Puk, Buôn Plei Cần, Buôn Bon Coah.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n<ol start=\"4\">\n\t<li align=\"left\" style=\"margin-top:6.0pt; margin-right:0cm; margin-bottom:6.0pt; text-align:left; margin:3pt 0cm 0cm\"><span style=\"font-size:11pt\"><span style=\"line-height:115%\"><span style=\"tab-stops:42.55pt\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-size:12.0pt\"><span style=\"line-height:115%\"><span style=\"font-family:"Times New Roman",serif\">Giữ nguyên cách viết của các địa danh hành chính và địa danh của các đối tượng địa lý đã được quy định trong các văn bản pháp lý của các cơ quan nhà nước có thẩm quyền (danh mục thôn, làng, bản, tên đường, cầu, tên các di tích lịch sử…).<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/li>\n<\/ol>\n\n<p style=\"margin-top:6.0pt; margin-right:0cm; margin-bottom:6.0pt; margin-left:0cm; margin:3pt 0cm 0cm; text-align:justify\"><span style=\"font-size:11pt\"><span style=\"line-height:115%\"><span style=\"tab-stops:42.55pt\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-size:12.0pt\"><span style=\"line-height:115%\"><span style=\"font-family:"Times New Roman",serif\">Nguyên tắc này phù hợp với nguyên tắc 5, 6 của địa danh học.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n<p align=\"left\" style=\"margin-top:6.0pt; margin-right:0cm; margin-bottom:6.0pt; margin-left:0cm; text-align:left; margin:3pt 0cm 0cm\"><span style=\"font-size:11pt\"><span style=\"line-height:115%\"><span style=\"tab-stops:2.0cm\"><span style=\"font-family:Calibri,sans-serif\"><b><span style=\"font-size:12.0pt\"><span style=\"line-height:115%\"><span style=\"font-family:"Times New Roman",serif\">6.
